Cannabis laws in Bali, Indonesia

Illegal

Cannabis is strictly illegal in Bali under Indonesian national law — with serious prison exposure and potentially capital punishment for serious importation or trafficking.

Official sources checked November 7, 2026. This is news information, not legal advice. Laws and local penalties change — confirm with the destination's official sources before you travel.

Before you fly

Carrying cannabis across a border is treated separately from possessing it inside the country. Even where buying is legal, taking it onto a plane can be a customs or smuggling offence, and a domestic flight can become an international one the moment you connect somewhere else.

Current law at a glance

Buying and possessing
There is no lawful recreational retail market and no recreational possession allowance. Bali has no separate cannabis legalization. Exact November 2026 gram-based possession sentencing and rupiah fines are unverified, and older 2009-law summaries should not be presented as fully current without checking the 2026 criminal-law transition.
Smoking in public
Cannabis use is illegal, not simply prohibited smoking in public. Hotel rooms, villas and beach clubs are not exemptions. Exact current use penalties and any separate Bali smoking fine are unverified.
Medical cannabis
No lawful ordinary tourist medical-cannabis access was verified. The National Narcotics Board's June 2025 statement explicitly distinguishes research opportunities from legalization and confirms rejection of challenges seeking medical access. A foreign prescription is not an established exception.
Home growing
There is no personal cultivation allowance, and the National Narcotics Board reports active destruction of cannabis crops. Exact current cultivation penalties after the 2026 criminal-law changes are unverified.
Borders
Do not import or export cannabis, including prescribed flower, oils, vapes or edibles. Official foreign-government travel advice warns of severe Indonesian drug penalties, including death for serious offences. A current cannabis-specific import quantity threshold and complete prison or fine schedule were not verified, so no supposedly safe small amount should be inferred.
CBD
No general lawful tourist CBD import or retail exception was verified. Do not bring CBD products without explicit Indonesian official authorization. The National Narcotics Board identifies 2 January 2026 as the new Criminal Code commencement and describes narcotics-law alignment, so legacy penalty figures need renewed verification.

Can I bring it into Bali or fly home with it?

Do not. Indonesian drug import and export enforcement can lead to very severe punishment, including capital punishment for serious offences, and exact current cannabis thresholds are unverified.

What about CBD?

A tourist CBD exemption was not verified. Leave oils, gummies and cannabis-derived medicines behind unless Indonesian authorities explicitly confirm your product and permission.
