Cannabis laws in Brussels, Belgium
Illegal
Tourists cannot legally buy recreational cannabis in Brussels, and Belgium's low-priority possession policy is not legalization.
Official sources checked November 6, 2026. This is news information, not legal advice. Laws and local penalties change — confirm with the destination's official sources before you travel.
Before you fly
Carrying cannabis across a border is treated separately from possessing it inside the country. Even where buying is legal, taking it onto a plane can be a customs or smuggling offence, and a domestic flight can become an international one the moment you connect somewhere else.
Current law at a glance
- Buying as a visitor
- There is no authorized recreational retail route for tourists. The personal-use prosecution policy does not license coffeeshops, dealers or recreational sales.
- Possession
- A 2005 national directive gives the lowest prosecution priority to adults holding no more than 3 g, or one cultivated plant, with no aggravating circumstances or public-order disturbance. Those are prosecution thresholds, not a lawful allowance.
- Smoking in public
- Conspicuous possession in public, possession at or near schools and other public-order circumstances fall outside the low-priority policy, so do not treat street smoking as protected. A current Brussels-specific cannabis fine and a verified national fine schedule were not established.
- Medical cannabis
- Authorized cannabis medicines such as Sativex and prescription pharmaceutical CBD preparations are available through pharmacies, but Belgian pharmacies cannot dispense ordinary cannabis flower as medicine. Whether a visitor's particular foreign prescription is accepted was not verified.
- Home growing
- Cultivation is not legalized. One plant for adult personal use can sit in the lowest-priority category when the directive's conditions are met, which is not a right to grow.
- Borders
- The personal-possession policy does not authorize recreational import or export, including a shop purchase in the Netherlands. Schengen travel and flights create no exemption, and controlled medicines need official documentation.

Practical questions
Can I buy weed in Brussels?
Not legally for recreational use. The 3 g policy does not license sellers or create a tourist market.

Can I carry 3 g without consequences?
No guarantee. It stays unlawful; the directive only lowers prosecution priority for qualifying adult personal possession without aggravating or public-order circumstances.

Can I smoke on the street?
Do not assume so. Conspicuous public possession can remove the low-priority protection, and a current Brussels-specific cannabis-smoking fine was not verified.

Can I bring cannabis from Amsterdam, or fly home with it?
Do not transport recreational cannabis across the border. Belgium's low-priority possession policy is not permission to import or export, and Schengen membership does not change that.

Can I bring medical cannabis or get it locally?
Controlled medicines need official travel documentation. Locally, authorized cannabis medicines and prescribed pharmaceutical CBD preparations come from pharmacies, but cannabis flower is not a permitted pharmacy treatment. Confirm your exact product and foreign prescription before travel.

What about CBD?
CBD is not a blanket exemption. Prescribed pharmaceutical CBD preparations are allowed, but restrictions apply to cannabis-containing foods and supplements — a CBD shop's presence does not prove every product or cross-border shipment is lawful.
