Cannabis laws in Tel Aviv, Israel
Decriminalized
Israel has regulated medical cannabis and administrative fines for personal possession — not a legal tourist market, and Tel Aviv is no exception.
Official sources checked November 6, 2026. This is news information, not legal advice. Laws and local penalties change — confirm with the destination's official sources before you travel.
Before you fly
Carrying cannabis across a border is treated separately from possessing it inside the country. Even where buying is legal, taking it onto a plane can be a customs or smuggling offence, and a domestic flight can become an international one the moment you connect somewhere else.
Current law at a glance
- Buying as a visitor
- No legal recreational tourist retail route was verified. Israel's medical programme requires authorization under Israeli rules with approved medical dispensing rather than recreational shops. Official health guidance describes assessment by an authorized physician or specialist and approval through the Medical Cannabis Unit, and does not establish automatic recognition of foreign medical cards.
- Possession
- The published 2022 regulations set ILS 500 for personal possession or non-public personal use and ILS 1,000 for public use, effective 1 April 2022. These are penalties, not possession allowances, and exclusions plus criminal proceedings remain possible. The enacted text was found in a non-government mirror of the official gazette, and its unchanged November 2026 consolidation was not verified, nor was a current official personal-use weight threshold.
- Smoking in public
- Unauthorized recreational public use stays prohibited, including in Tel Aviv, with a published administrative fine of ILS 1,000. The 2022 regulation's definition also covers a motor vehicle and certain conduct visible from public places, so it is not limited to smoking on a street.
- Medical cannabis for visitors
- A foreign prescription was not verified as enough to obtain Israeli medical cannabis or to carry it across the border. A blanket claim that every tourist is barred from any Israeli authorization was also not verified. Get written Medical Cannabis Unit guidance rather than assuming eligibility, reciprocity or a personal-import exemption.
- Home growing
- No adult recreational home-growing allowance was verified. Medical patient authorization is not a cultivation licence, so treat unauthorized growing as prohibited; a current official numerical cultivation penalty was not verified.
- Borders
- Ordinary medicine guidance permits up to 90 days of non-controlled medicines but treats controlled substances differently — that is not verified permission to carry cannabis. Cannabis-specific cross-border authorization and current import or export penalty amounts were not verified. A 2022 parliamentary legal briefing describes underlying maxima of three years for personal use and twenty years otherwise, but those were not verified here as today's cannabis-import penalty.

Practical questions
Can I buy weed in Israel as a tourist?
There is no verified legal recreational tourist sales route, including in Tel Aviv. Medical access needs Israeli authorization, so do not treat an overseas card as a purchase entitlement.

How much cannabis can I legally possess?
The administrative-fine system does not make any general recreational amount legal, and a current official gram threshold was not verified. The published fine for personal possession is ILS 500, within the scope and exceptions of the regulations.

Can I smoke on the street in Tel Aviv?
Not legally for unauthorized recreational use. The published administrative public-use fine is ILS 1,000, and the city's reputation does not override national law.
Can I bring my prescribed cannabis into Israel?
Do not rely on a foreign prescription or the ordinary 90-day medicine allowance. Official guidance distinguishes controlled drugs, and a cannabis-specific traveler permission was not verified — obtain written authorization guidance first.

Can I fly home with Israeli medical cannabis?
Do not assume an Israeli medical authorization permits export or admission to your destination. Official travel guidance tells departing travelers to check destination-country medicine laws, and a cannabis-specific passenger export right was not verified.

What about CBD and reports of legalization in 2025–2026?
A blanket current CBD traveler exemption was not verified. The verified July 2025 proposal concerns medical cannabis, not a legal recreational tourist market, and no enacted 2025–2026 recreational legalization measure was verified.
